Ombudsmann
Not all words we have given the english-speaking part of the world are as positive as this one. Skulk, for instance, is a Norwegian word for sneaking away from your responsibilities, and an english word for sneaking more or less in general. And for a collection of foxes. An other word is quisling - a name turned into one meaning only: traitor.

In a country where people wiggle out of responsibilities and betray each other, what you really need is, exactly, en ombudsmann, a person who speaks for the little people, who watches those in power and important positions, and criticizes. And in USA - they need them in the news: Organisation of News Ombudsmen
